Its in the construction site, in Las Venturas, near the bridge on the lower right of the island, directly across from a little field. Its on a scaffold like thing. If I had a map, and I knew how to post pictures, I would. My only other advice is to go to the GTA wikia and search to your hearts content for the location of almost anything (Just google "GTA Wiki" and click the first link =p)
