It is indeed a funny song. This policeman is very sensitive and feels sorry for the criminals because they have the same feelings as everybody else. I have put the words in the information box, This may help you, but the language is a bit difficult.

Here you bring these 100-plus year old classics to the new generation. One can now state: I've learned to love this G&S song from Raymond Crooke.

Trouble is of course the Danny Kaye G & S album famously added and removed words from songs. That third verse was written specially for the record.
The record also completely assassinated the lyric of The Nightmare Song from Iolanthe ("When you're lying awake with a dismal headache...")
