I am not sure how accurate this video is. Kabuli Palu is usually brown rice. Traditionally made with meat, the meat (chicken or lamb) drippings from when the meat is browned in caramelized onions is used to flavor the rice. If you want to keep it vegetarian, then traditionally afghan rice is browned by caramelizing some sugar. You add salt, oil, and water to the caramelized sugar and pour it over rice. Also another note, sometimes orange zest and or cardamom is used to flavor the carrots.
