@thedarkmatterplanet Charlieplexing will give you N x N-1 outputs, where N is the number of pins. So with 16 pins you will have 16 x 15 or 240 outputs to play with. With 16 + 16 you could have 480 if you have two sets of 16. A 16 x 16 conventional matrix would give you just 256 outputs.
The display is a clock. The hours are indicated by two lit LEDs. There is a minutes LED from which the scrolling LEDs emerge. They disappear into the hours position. A further LED indicates the seconds.
