Because it's part of their moderation of policies to get votes from more people than just skinheads. 8 million is the number of non-white people in the UK, whose lives (under an overtly racist government, mandated discrimination against, no race relations law etc.) would clearly become intolerable enough to leave...in effect being ousted by pressure if not law.
