The way I got past that 'you need to give it a push' lever thing was:

I pulled other lever so the other one went up (it takes about 4 seconds after you pull the level to actually go up) then I hopped on, jumped to the other one that was stuck and fell down to go inside the morgue.

There is always more than one way to solve a problem, even if my way was slightly retarded!
