the polish sub was in port in Tallinn when ussr attacked Poland.the sub was taking on provisions and left in the night.looking for an excuse too invade the neutral country of Estonia the ussr declared estonia not neutral for harboring enemy vessels and sent infantry of 120k and about 1k tanks to the border. having no way to defend(some say we would) the estonian president signed a base treaty allowing the red army into estonia to build bases to attack finland.ussr attacked poland thats the point
