The tape is a good way to go. You can check out the technique on Railroad Model Hobbyist. The pertinent video showing the technique with the tape and lightweight plaster is $2.95. And if you haven't seen RMH e-magazine it is pretty nice and FREE.

I'm going to try the tape technique, I think it lets you see how the terrain is going to look before you finish it. Thanks for the tip!
