He wanted no one to be able to say that they didn't know and for there to be such a cloud of witnesses that no one could persuasively deny the truth of the Holocaust.
Look at the sailor running in place at 5:46. For 24 years I have wondered if that was some sort ot punishment, as he is the only one doing it and in the closeup he doesn't seem to happy.
