Yo les autorizo que comiencen la obra, no se detengan, no se detengan ante los obstáculos (leyes que regulan el buen uso del dinero del estado, normas de contraloria, planificaciones concordadas según el interes nacional, rigor técnico para no malgastar el dinero en errores, opiniones técnicas de expertos).
Señores peruanos tantas leyes regulatorias echas según A.G. son estorbos.
