According to trusty (LOL) old wikipedia the phrase the "noughties" was started as the "naughties" in the US. (Some group started a campaign in 1999 to get people into saying it) It hasn't really caught on anywhere, but the BBC has picked up saying it. Maybe the general public in the UK uses it?
