I think its gonna be Ric Flair, i added up the title reighns of Sting, Angle and Nash (Only Including World Heavyweight Titles E.g. NWA,WCW, WWF, WWE Raw, WWE SD, IWGP, TNA, Not including U.S. Tag, IC, Ect.) and with Booker-T or RVD it came nowhere near 40 World Titles the only person it reaches 40 with is Flair.
