In Ontario, Canada, children are given Hepatitis C vaccinations, and they do not have a choice in the matter, despite the various side-effects that may occur (disorientation, occasional loss of consciousness, flu-like symptoms). However, precautions are taken (right up to mats set up in the gymnasium for kids to faint on if necessary), and the risk of permanent damamge is virtually non-existent. This sounds similar.
