I dont understand why they are so broke that they have to pan for gold to try and make a few dollars like the poor people did hundreds of years ago but they wasted there money on wine. doesnt make any sense

This is very typical of flood gold from the Rogue; bright yellow and shiny. It might surprise some people, but you can find flood gold as high above the Rogue as 1/4 of a mile due to ancient and not so ancient floods.

Gold is where you find it. Heavily worked areas have the best gold where it shouldn't be.
