I think you just have to complete mission 12 on normal difficulty or higher, then it should be unlocked.

you gotta spread your cover between both battaliopns take out the first checkpoint for qouz then the first for warlock know what i mean?

I played through the campaign a couple of times before this LP and just unlocked them along the way.
