This would function only against the most rudimentary of closed guards. A subject with even a basic knowledge of sweeps would own that situation. Controlling the legs, hips forward and squeezing with the knees is critical and not covered at all in this video.

if the opponent is wise enough to consider holding an officer with his bjj guard, with that level of 'escape maneuver' shown by the officer, he would also be able to grab the officer's hand for an arm-lock.

This only applies when the guy on bottom doesn't feel like using his hands for anything and is completely compliant. That doesn't sound like most criminals. It's quite easy to sweep the person standing from that position. At the very least make sure you have one foot back and jam your other knee into his tailbone.
