I agree with what Pat Leahy is saying about how insurance companies get together and set rates. This is wrong.
But you must understand that each state has the ability to do something about this, Every state has an Insurance board, and they make the rules that providers must follow, and it should be dealt with there, not by Congress.
The Constitution did not give the Congress this power, the States have it.

Probably 2 different questions, and several answered both to give those results. A Free Market and Anti-Trust laws are NOT mutually exclusive.
