his arm was already crushed and since he had been there 3 days at that stage and had no blood flow to his arm it was already dead. he cut through the skin easily enough it was the bones he had trouble with so he eventually decided about a day after cutting through his arm to snap the bones.

He sawed half his forearm off... His hand, wrist and half of his forearm became trapped by a boulder.
I'm sure if it was just his hand that was trapped he wouldn't have felt the need to cut so much.
