That's the entire point of the hammer. It's not that easy to KO someone either if they're skilled anyway, such as edge-hogging or another tactic. Further more, the Pikachu is being cheap because he's obviously spamming. Assuming this wasn't a proper taunt match, though.

Sorry to say this, but you don't know. You can't dodge while holding a Golden Hammer, and there's a bit of frame delay that occurs before you actually start swinging it. If Lucario would just try to escape my headbutts instead of trying so desparately to clobber me, he may have survived.
