@contentsweetpea I'm sorry! What you could do is wrap it around your knee or something and stretch it as you sew, just as your would with the sewing machine. The point is to get that crumpled effect. :)
Also, quick question: it looks like you sewed the tulle directly onto the elastic. What stitch setting did you use?

I don't have a sewing machine so I did it by hand but now the elastic isn't stretchy
