Um.... not to be rude, but this is a movie. It's nor real. I don't think you could compare any president to Micheal Douglas's President Shepard. It's fictious and Shepard is a product of a writer's imagination. Obama is real, and real people don't do perfect things. Not that I know much about Obama's term so far because I'm stuck doing other things instead of finding out... but anyway, just a venture.
