Thats sorta true...Jane Doe and John doe is what they use dor deseased people that they dont know the identity of. The court does too, but if they know the name they wouldent use jane/john doe, they would just say they cant release they name at the current time.

Ergh he named this girl Jane Doe because in the war when people where found dead and no one knew who they were on there grave stone they wrote 'Jane doe' for females and 'John Doe' for males...
