I actually beat this game yesterday, and it's pretty sad how lazy the creator got with the fortress bosses. They could've been great, but it seems like he just ran out of steam after finishing the 8 robot master levels.

I'm pretty sure the repair blast only serves the purpose of repairing those weird machines with the free life on them. Which is admittedly lame if that's the case, if it was Megaman 7 there'd probably be some things like the generators that you could use to access secrets but that's not the case.

You keep saying that you are going to save your weapons as if you can't recharge them. You did know that the other things they drop other than health is actually weapon ammo, right? When they appear just switch to the weapon you need to recharge and pick it up. Oh, and the weapon ammo should only drop when using the megablaster.

Actually, I think the Repair Shot was the thing you were meant to use to get the free lives off the platforms in a few of the earlier levels.

Raocow, Repairmans weapon fixes machines, heals the enemies, and if you use it on the final boss (not ON him, but in that stage) then you'll get a very nice surprise...
