Fran Drescher says in the dvd audio commentary for that episode and I quote

"That actress that I referred to as the "Breck girl" actually I had worked with before on a short-lived series that I did for CBS called "Princesses" starring myself and Julie Hagerty and Twiggy, the one and only.

And she played a guest on that show, a very talented girl, and so we brought her in to play this kind of perfect mom."
