Try Zophar's Domain. I got the music from there, plus even the proper players and Winamp plugins can be found there. Actually those music rips are not legal, but ZD exists since a very long time, hosting only PD ROMs and otherwise no copyrighted stuff. I think the publishers tolerate the music there, but again, I am no lawyer, though.
To convert the game music files to MP3, simply use Winamp's DiskWriter plugin (installed by default) or get another one to convert them to MP3 or OGG.
Best song on F-zero 4 GBA in my opinion

This music is a little played in the menu.
I have it, but in longer version and it's an .wav sound.
I dislike .wav sounds because that's take too much Mo =(
