Very close..it's Elmer's VOICE, not the character..it's a soundalike narrator [radio character actor Arthur Q.Bryan did both Elmer and this unnamed narrator, and had done that voice on the radio originally, as well first for a 1939 WB cartoon "Dan McFoo" as the title character.
