Yes it is. And its fully MP compatible too.

There are some issues with ACE due to the mixed methods of script calls they use. The upcoming Cargo System updates work around that.

Esentially yes, there are a good amount of addons available for ArmA. Not every one adds completly new features like this. But there a good few of them for different vehicles, soldiers and weapons.

Larger Addons do tend to contain really intresting additions to the game. So it's worth looking about and seein whats available.

This is the cargo system developed as part of RKSL. It's not a glitch, but a fantastic system that offers far more options in the game. Frankly a much needed system in my opinion.
