The plastic shell deformed and rebounded. Take that shell off and look at the real "bumper" - it likely is crushed on that corner.
Painting flexible substrates (plastic bumpers) is not cheap. Most shops will toss the plastic shell and pick up a new one - it's cheaper and is guaranteed to be right.
I think all of their estimated repair cost are bullshit, i dont know to who they are selling this, buy im shure not buying it..that golf has no damage at all, bumper absorbed and returned to original shape, even the bumper and rear quarter panel are still in perfect line..As far as im concerned, total damage was 5 bucks for some polish and elbo grease.

The problem can be damage concealed by the bumper cover that can affect certain parts of the car, such as the function of the rear hatchback (ability to open, ability to close, ability to seal from the outside).
Mind you, this is a problem with a lot of automakers from around the world.
So, what exactly did you spend $800 on? Sure as hell weren't repairs. If anything, maybe a couple screws popped out? New seat for the driver because he shit himself? I just bought a full sport suspension kit for around $800, and that bump don't seem like it would cause that much in parts to be repaired.
@CRSpeedemon its what you cant see. under the bumper there is impact foam and the steal bumper has a gas shock between it and the body that is good for one smack. the good part is you can just take the cash from the insurence to comp for the deprish in the cars value and get that suspension kit for free.
I'm ok with a dent like that. I have one, except a little larger on the rear bumper of my 2008 civic EX Coupe. It doesn't affect how the car drives, and I am yet to care what other people think about my car.
it costs 800$ because an official service will replace the plastic bumper and the steel part thats behind it so that if an other crash would happend the car will act the same. if you only do a paint job maybe next time you`ll crash it the damage will be higher

@blork5 I think the rear fender, or whatever you call it, bent. You can see it in slow motion. Also, the bumper absorbs the shock, but the plastic bends and the paint starts flaking after a while, and needs to be repainted. Paint jobs aren't cheap, and could cost a few hundred dollars for a simple little thing like this.

The $800+ quote for repair is to cover the cost of parts (including shop markup), labor, shop fees (materials, electric, etc.), any applicable taxes (environmental impact fees, disposal fees, sales tax, VAT, etc.) and so on.
The cost of overhead on an auto repair business to service and repair your vehicle as well as any markups to earn a profit is a major part of the quoted estimate.
In fact, hiring a shop may make up most of the cost of repair.

whatever invisible damage the car took on underneath the bumper cover, probably isn't going to effect me so much that i'd get it fixed. i wouldn't be able to tell anyway. whatever broke, isn't going to save me in a big crash anyway.

It cost that much because of all the stuff under the bumper. Sensors, frame, honeycomb, etc..
This is why you have insurance.
