Reps were locked out of the negotiations as in "the democrats lock them out of the meetings so they can't be in on the decisions and then they lock them out of the room so they can't meet?"

Reform could be such an easy matter. It shouldn't take 2000+ pages and bribery to have reform. Dems want gov't takeover - not reform.
