littnguy the answer is yes. However it depends on the Kingdom and area that you are in. Most say you can practice but at 16 and fight at 18 but there are those who allow 16 year olds to fight heavy with parents permision.
I think its 16 or 17 years with a waiver. My cousin is 16 and she just started with rattan. I think there is now a youth rattan division. You'll have to check with your local youth marshalls to see what the rules are in your kingdom.
