It's to get people to spend money on new cars. They don't want people to spend $2000 on a second hand car when there are thousands of stupid brand new SUVs sitting around the showrooms going for $20000! Looks like by 2020 there will only be plastic battery-operated runabouts (read: 1:1 scale toy cars) and four wheel drives (of which only 1 in 6 is actually used off-road, the rest are used as buses for mom and the kids to go school and shopping in)...
