Hence the current movement of protest and revolutionary rhetoric against that government, they went too far, and they continue to strive further still. Our State Governments are being aroused to once again relight the torch of liberty, and defend us from this usurpation such as they did in forming this and other resolutions more then 233 years ago. This is the American way. The people become angry at a distant government, to deal with such a large threat they rally their State/Colony Government.
The State/Colonial Governments then begin making demands on behalf of the aggrieved people of their States, when and if those demands are ignored or fail to produce the required results. The States will then begin organize themselves together such as under the First Continental Congress(September 5, 1774) and the Articles of Association established therein, agreeing to a boycott in order to effect a more forceful measures to coheres that (then British)government into respecting our rights.
From there it escalates with each failure to of that distant Government to redress our grievances, and each issuance by the same of new usurpations (injuries) the Measures we become willing to take escalate up until we finally decided that we would be better off separate from their control, and declare our independents, and if necessary a revolutionary war to defend that independence, or restore those rights.
The Founding Fathers of the United States went to great lengths to insure that the States of the United States would maintain the basic necessary means to do this, they hoped that any such future conflict if it could not be avoided for whatever reason would be made a lot easier for the people and their States to wage against the Federal Government, if at the end of the day necessary.
This is why the U.S. Constitution prohibits a federal Army from being funded(thus maintained) for any duration longer then 2 years, in any bill and reserves our only permanent ground military to be controlled by the 50 States individually.
If just a half of the States or the people refused to fund the army, in 2 years the States would have direct control of all thats left, of the ground military forces of the United States.
