UC, children, in Olden Days Civil Disobedience had two well understood components: First, you disobeyed a law you felt was unjust; Two you suffered the consequences.
Fast forward. Since the 90s a new paradigm has arisen: First, lefties disobey a law for whatever reason. Two, the authorities drop the charges and everyone has a good sneering laugh at the system.

The administrator didn't hold the pepper spray can, but she did send those riot police to that peaceful protests, and so she should be held just as responsible.
