There are quite a few ways to tell a grow op besides through power consumption, the ways I know of are:

1) An odd odour coming from the house

2) Unusually covered windows

3) Abnormal sounds(like the lights humming or the fans going)

4) Neglected yard

5) No sign of the residents

None of those would be valid for a warrant or constitute probably cause except if the 'odour' was distinctly marijuana, and normally that is a lie. Instead of conducting a proper investigation which usually leads to no probable cause, the Cops lie on the affidavit claiming a confidential informant saw the plants and/or the police could smell marijuana coming from the suspected house.
