For me, it was that Shizuo was reincarnated, and he was given all those choices for his new life, because in the end, even if some higher power creates (or recreates you), you still choose how your life is going to be lived, and since he chose the past to remember, he chose to live already knowing love, friendship, hate, stuff like that. I think that he did remember Izaya, but since it was a past

Now, I'm sure this is a reincarnated Shizuo because he once was only strong. Being given the tears as an option, he takes them (no idea what the flavor he chose was of course that's the mystery) and shows Izaya (the creator) what he's made of.
