I know nothing of the Action Replay, because I use a flashcart and I use my cheats with the built-in database of the Acekard 2i I have. My recommendation: Get a flashcart. If you don't want one, then dig around a little on Google. Although, I'm not so sure because the DSi LL isn't that big of a deal. Not Many people have heard of it.
