I don`t know. It had to be a flood control with renovations. The wall pattern is a sign. Most of those scenes are shot on the San Gabriel in California Or the LA. Alb. NM comes to mind. Just a guess.
Ahh.... better times also, I lived in Atlanta and saw him with his first solo band at The Cotton Club in '89 or 90 I think, then him solo later at The Point, then Sugar in Austin at Liberty Lunch before those bastards tore it down. Good Times!!!!
This was filmed under the new overpass they were building in Austin to connect I-35 to Ben White and the new airport.

You're kinda right, but I think that the drumming in Sugar is kinda mechanical compared to the drumming of Grant Hart in Husker Du.
