Can durability be further increased by cloth covering the latexed blade?

@suikoden72 yes, it sure can. You can also substitude latex with plastidip. Do like 4 coats of it

These steps and processes should also work for a scimitar-type weapon as well, correct?

@HauntingBull yes it will work for any single edged weapons with some obvious limitations. Becuase the rod is straight you may have to carve the blade some more to give the illusion of a curved blade.
