Most of the underage Japanese are well behaved enough to not buy the drinks or cigarettes, even if they did have some kind of identification scanner or took them away underage people would do what others do in any other country and get some one of age to buy it for them. Also Japan is a very clean country, from what I saw there was very little litter in the streets.

actually you have to buy the card or credit to buy cigs and alcohol from a booth and they do check your age. So you cant buy it if your under aged. But it also depends on the type of vending machine some need that special card and some dont.
