Dr. Qiu didnt go is because he didnt want to be a sneaky person anymore... he didnt want to be a bad example for his daughter... so yea, he chose to reject Dr. Chen, plus he didnt help Dr. Tang either. he just didnt show up. if others who were bribed by Dr. Chen could stand for their original sides...Dr. Tang wouldnt knock Dr. Chen down... sigh.
I didn't either until I read Taksume's comments above. Qui knew tt the annoying Tang & the young doc's dad are enemies. Tang wud succeed in preventing the promotion; so he didn't want to hv to choose between sucking up to Tang and casting his vote for the doc's promotion.
I think that the real reason why Chou didn't go to that meeting is because he had heard what was going on between Dr. Tang and the dude's dad. It wasn't so much about his own morals as about his own promotion. He's still got a bit of that cunningness left for his own gains.
