Yes. RSFSR was the only one who didn't have an anthem officially. There was some attempts in 1952 and 54, but finally there wasn't. Except for the Patriotic Song, but it was never accepted as anthem.

Well, you can't just give Russia the red and the yellow hammer + sickle because that flag was for the entire soviet union. For this reason, they gave the Russia RSFSR its own flag(blue stripe).

RSFSR have not own anthem, unlike other 14 union-republics the USSR (let it is not talked that Russia oppressed other republics - Russia also did not have the representative in UN, unlike Ukraine and Byelorussia). It is a hymn of the USSR.
