I think Karen residents did it right when they decided to take control of their own services. The govt should create smaller districts that are run by local residents and have city hall as an oversight body only.

The Karen idea is perfect...but poverty in the city boroughs would be a major challenge. Guys don't even want to pay rent, let alone taxes.
