In South Africa as well as in the USA, this would entail reconciling historic crimes while addressing present crimes, ensuring that TRUTH and equity are consistently honored. Citizens must do their part in accordance w/divine law. Certainly Bishop Desmond Tutu and former President Mandela would be actively involved in such an attempt @ criminal justice. South Africa IS being turned around.
No, crime is out of control among minorities in California due to the policies that were in place 50 years ago.
