Snowy Plover Protected Area - People Behaving Badly

I C-A-N-N-O-T state how often as I've run/jogged on Ocean Beach (on the "firmer" wet sand) that some dog will JUMP ON ME or starts barking and "wanna play with me" while the motherfucking piece-of-shit motherfucking asshole VERMIN "owner" will just let their dog "wanna play" with me while I'm jogging.......

The problem is that my dog doesn't like pooing outside of the backyard, so I end up having to pick up the slack and shit all over the snowy plover nests by myself!

Snowy plovers suck, what a retarded species. They'll abandon their nests if anything (and I mean anything: kites, frisbees, dogs, rocks, other birds...) comes anywhere near their nest.

Are the $100 fines enforced and collected? Any chance that fine money could go toward getting more rangers on the protected area of beach (preferable not in motor vehicles though)? Fines starting at $100 seems low, but if the violations are enforced consistently that is probably ok.
