I'm not going to recommend bodging but..... the problem arises because the unit loses connection and goes into 'get you home mode' where it is just slightly open so you can do about 30. The connection is between fork like prongs on the spindle (they turn with the circular plate) and a resistant film that is curved into a circle in theblack plastic end plates on the ETM. The 'fork' wears grooves through the film in in the section that's used the most - typically somewhere just above idle..cont.
.. if you loosen the Torx bolts holding the plastic caps each end on (you'll most likely need to take the ETM off to do this [ just 4 bolts]) then improvise something to keep the caps just a little further from the main body when you retighten them. Basically wedge something in eg. cut up cable tie. This means that when it's all tightened up again the plastic and so the resisitant film, has moved by 0.5 - 1mm in relation to the 'fork' ready to start wearing new grooves through it in about 100k
Only affects cars manufactured b/w 99 and 01 which use the Magnetti Marelli ETM. Volvo S40s, V40s, 850s, S90s, V90s,740s, 780s, were NOT affected as they used a simple Bosch system for the throttle angle.
There are cost effective solutions provided by company XeModex with lifetime warranty for less than a third of the price you mentioned if you can DIY. No point to malign other Volvo models not affected as they are great vehicles.

Hi, i just cleaned it while it was still on the car, i un- screwed it and turned it upwards so i could spray some carb cleaner in then used a small toothbrush to clean then put it back on, job took about an hour but next time should be about 30 mins, an easy fix.

Funny This! Volvo Customer Services emailed me to say, this is all correct except the models I listed! They gave me a new list, it's up to you whether you believe the above which came from one of the websites or Volvo. Here is Volvo's "Customer Services" list ...unreal isn't it!!?

True, ETMs are junk. They can be rebuilt by a Canadian company for $500, guaranteed not to fail again. Have to mention, that S40, S90, V90, any 700 series or 850 series are NOT affected.
I had this ETM problem with my volvo S60 too! It failed before 60,000 miles and (Volvo have to do a software fix too so you can't DIY!) the new S60 part has the same design problem that the original has! Volvo customer service don't want to know, except in the US where the car owners clubbed together and sued them to forc Volvo to replace the ETM's. Have they fixed this on the new Volvo S60 or does it still have this problem?
they get dashand throttle body proble, do not touch them you get shafted royally

I'm having constant problems with my 18 month old Volvo.
After you bought the car, they are not interested in fixing it, even when its still in warranty.
i will now reject the car under unsatisfactory quality.

It's only S60, S80, S/V70, XC70 years 99-01.
