It's illegal to publish a film of someone without their permission. Out in the open public, there's no expectation of privacy, and very limited expectation of privacy in a motor vehicle. He wasn't breaking the law unless he was harassing the other driver, but he IS still a prick for doing it in the first place.
He was breaking the law because he could have recorded the guys license plate,and in all videos,even police videos the blocked out the license plate,and pedestrians,and sometimes they block the suspects face.Why because it's illegal.You can not take pictures of someone,so you definitely can't take video and audio,especially audio,thats eavesdropping.
They block it out because you can't publish someone's property without their consent (ie, their face or belongings in any form of media). If they can't get the person they recorded to sign a media release form and they're a focus in a potentially profitable form of media, they have to blur out copyrighted content. The fact that this is "published" is copyright infringement assuming the other driver showed no consent to the filming.
