Well, Rocko's Modern Life has a lot of stuff that the FCC would frown upon nowadays. Bloo is a glutton and shares many qualities with Peter Griffin. I found the Little Einsteins bit to be pretty funny. There are several parts that looked like the kid was singing Stewie's lines, and the fact that it's a show made for toddlers is even funnier.

Some of them are pretty famous (the simpsons, the sopranos, dexter, south park, just to name a few) but most of them don't have millions of viewers because people want to see CRAP on TV, not quality TV. See Freaks & Geeks, for example.
