Ron Regan basically just said that everyone who carries a gun; concealed or exposed has the intent to kill another human being and the only reason anyone should have a gun is for "hunting" or "target practice".

You shoot to STOP the threat. You don't shoot to kill as Mr. Regan implied that is what all people that carry guns do.
