actually, what now. well, china just put everything it had into one nuke, with no way of delivering it at that time. US, RUSSIA had thousands at that point maybe more, with ICBM and world wide aircraft attack coverage. So yes, china still was a pathetic miltary power at that point. Braun didn't move lol, he was forced to the us and FORCED to work on us space program as part of operation paperclip. He was a bonafied nazi and he was simply yanked away and put inside an engineering bay to work on rocket designs. The Us also stole the majority of the V2 launch site equipment, most of the sites were located in west germany which the US occupied.

Actually, USA helped more than Russia for Chinese Atomic Bomb. cause, a lot of nuclear weapon scientists graduated from US universities. eg. Deng Jiaxian graduated from Purdue Univ., Guo Yonghuai graduated from Caltech, then received tenure in Cornell Univ. At that time, many masters returned to China and contributed what they has learned in US to develop Chinese Atomic Weapons, missiles,etc.
