im a muslim and i dont really believe that god is saying that there is life elsewhere because; all prophets were sent to earth, the last propheh, muhammad (pbuh) was sent on earth. every single word in the quran is about things/people on earth. there isnt anything in the quran, not even a devoted surah/verse explaining/talking about anything elsewhere.
